To resolve the shortage of educated workers, consider the following points:

Traffic Congestion Relief

As long as the city isn't experiencing traffic congestion, any issue is easily resolvable.

Building elevated highways, planning subway lines, arranging public transit, constructing railway stations, widening roads, reducing intersections, and rationally planning the transitions between expressways and local roads...

Strengthening Education

If you want local workers to be eligible for local jobs, you should enable the "Enhanced Education" policy, increase the education budget, and build a large number of primary schools, secondary schools, universities, and libraries.

Sufficient educational resources are the foundation for raising the education level of local residents.

Enhancing City Appeal

Even if your city doesn't have a university, your job opportunities can still attract university students from outside the city.

Build more entertainment venues, parks, plazas, unique buildings, scenic spots, and grand engineering projects. Increase the city's appeal. Raise land prices. University students from other regions will come to take up jobs!

Ratio of Residential to Commercial Areas

If your residential zones are insufficient, or if there are too many commercial, industrial, or office zones, it is natural that they will face difficulties in recruiting workers.
